Swisscontact is seeking a highly skilled and experienced Team Leader to lead the GO4IMPact project, a four-year initiative aimed at strengthening local democracy and improving equitable climate resilient basic public service provision in the water and solid waste management sectors in Bangladesh. Key Responsibilities:
Manage and supervise the overall direction of the project implementation according to the project document.
Create a clear vision and empower the project team to achieve project goals, and related outcomes and results through effective and quality implementation.
Ensure coordination and capacity development of relevant development partners (local government, private sector, national NGOs) and initiatives in supporting democratic and impactful local governance and climate actions in the field of water and solid waste management.
Establish and maintain strong relationship with the donor, key national government institutions and relevant stakeholders.
Ensure effective, efficient and timely implementation of project activities per the project log frame, in collaboration with supports from other departments of WaterAid and Swisscontact.
Develop and timely deliver annual operational plan, budget, risk assessment and periodic project reporting.
Initiate relevant assessments, analyses and studies to validate and specify the strategic orientation, intervention logic and the main action lines.
Ensure a robust monitoring, result measurement and learning system is in place.
Represent the project externally, particularly to partner organisations, government institutions, private sector, national and international development agencies.
Identify and plan synergies between the project and related other Swiss funded interventions.
Requirements:
Postgraduation in political science, public administration and/or related fields or comparable qualification.
At least 10 years relevant work experience including a substantial period in a leadership or managerial role in any programme/ comparable project.
Demonstrated experience in applying adaptive programme management.
Proven experience with democratisation and climate change projects/ programmes is preferred.
Experience and understanding of using Thinking and Working Politically (TWP) approach in development programme will have an added advantage.
Excellent presentation and oral communication skills.
Knowledge and skills of planning and budgeting, report writing especially institutional and statutory reporting.
Contextual understanding about the broader perspectives of socioeconomic and political dynamics.
Commitment to personal learning, development and improvement in pursuit of own objectives and those of the team and organisation.
